Bluebonnet Consulting is a woman-owned business that was founded in 1997 by Elise Mobley Turner. Elise and her team of consultants focus exclusively in the area of alcoholic beverage licensing. Prior to founding Bluebonnet, Elise worked at Wyndham Hotels & Resorts for nine years, during which time she was responsible for all aspects of the company’s licensing matters and served on the firm’s IPO team. Throughout Elise’s career, she has been involved in countless mergers, acquisitions, initial public offerings, receiverships and foreclosures. Elise is a graduate of Baylor University and in her spare time, she serves on the boards of several non-profit groups in the Dallas/Ft. Worth Area.

Talour Yau is the Renewal Manager at Bluebonnet Consulting, Inc., where she manages the intricate dance of license renewals, portfolio oversight, and regulatory compliance. She has a proven track record in managing large-scale projects, optimizing processes, and collaborating with cross-functional teams to ensure seamless operations and compliance.

Talour currently resides in Dallas with her husband and their two dogs. In her personal time, she enjoys spending time with her family and has a passion for international travel.

In his spare time, Tim enjoys hiking and spending time with friends and family.

Isaac Barnhill is part of the Licensing Renewal Team where he assists clients across the U.S. in maintaining regulatory compliance of their alcoholic beverage licenses. Prior to joining Bluebonnet, Isaac gained extensive experience at 7-Eleven Inc., managing liquor, tobacco, food, and other operational licenses. Isaac holds a paralegal certification from Southern Methodist University, further strengthening his expertise in compliance and legal matters. Outside of work, Isaac enjoys photography, practicing yoga, and supporting local musicians and artists.

Whitney joined Bluebonnet in 2018 and works directly with corporate clients, licensees and liquor licensing agencies to apply for new licenses and keep current licenses in compliance with all rules and regulations. She regularly advises clients on matters which may impact a business’s liquor operations, including, foreclosures, receiverships, mergers & acquisitions, corporate changes and special events on a licensed premises. Prior to Bluebonnet she worked in legal recruiting for one of the largest professional and executive search firms in the world.

Whitney graduated from Texas A&M University School of Law in 2013 and was a licensed Texas attorney before moving into legal recruiting. She received her undergraduate degree in International Relations and Affairs from St. Edward’s University.

When she isn’t working at Bluebonnet Consulting, Whitney enjoys spending time with her husband and children or reading a good book.

Susan Hibbs brings over 35 years of paralegal experience to the Bluebonnet team. Starting out in family law and then moving on to insurance defense litigation. Joining Bluebonnet in 1998, Susan consults with a diverse group of businesses on projects ranging in complexity and creativity to obtain alcoholic beverage licenses to suit their operation. She is a graduate of Texas A&M University and is an avid college football fan. Susan and her husband, Rick, live in Dallas and are proud parents of two adult sons.

Darlene began her licensing career 12 years ago while living in Indiana. During that time, she was responsible for new applications and renewals for a variety of operational licenses, sales tax applications, and annual reports. Darlene moved to Texas in 2019 and in that time has gained experience working with a variety of license types including DEA, local and state operational licenses, pharmacy licensing, liquor licenses, and others. Darlene joined Bluebonnet in 2022 and has been handling liquor license transfers and complicated operating permits.

Darlene has 3 adult children and 2 grandchildren who keep her busy. In her spare time, she enjoys live concerts and spending time with family and friends. She also enjoys watching the Indianapolis Colts, Indy Eleven and FC Dallas soccer teams, Dallas Stars, and Rangers.

Haley joined Bluebonnet in January of 2023 and works with corporate clients, licensees and liquor licensing agencies to apply for new licenses. During her tenure at Bluebonnet, she has worked on large portfolio transactions involving acquisitions in multiple states. Haley also assists clients to ensure that their licenses remain compliant with local laws and regulations. Prior to joining Bluebonnet, Haley established a career in mortgage originations followed by government compliance. In her spare time, Haley enjoys Pilates, reading, and spending time with friends and family.

Stephen is a seasoned consultant with over 10 years of experience with liquor licensing in the hospitality industry. He brings experience in large and complex transactions in multiple jurisdictions across the U.S and is an expert in California licensing matters. He also excels at helping clients new or unfamiliar with the licensing process and recommending the best solution for their operations. Prior to joining Bluebonnet, Stephen was an IT executive at AT&T for over 25 years and was responsible for sales and operations at some of the largest global corporations in the U.S.

In his spare time, he is a competitive triathlete who loves a full range of activities outdoors. He has also enjoyed serving on the Education Grant Board for several years at the Dallas United Way.

Eileen Rios graduated from Texas Tech University with a bachelor’s degree in 2020, followed by an MBA in 2021. She moved to Dallas and began her professional journey at Bluebonnet Consulting, Inc. in 2022, where she specializes in handling liquor license renewals for a diverse range of clients. Known for her attention to detail and commitment to client satisfaction, she has become a valued member of the renewal team. In her personal life, Eileen enjoys staying active, baking, and cherishes her time spent with her dog, Knox.

Olivia Tawi specializes in licensing renewal at Bluebonnet Consulting. Her professional journey began at 7-Eleven Corporate, where she gained valuable industry experience. Before focusing on licensing, Olivia worked as a paralegal at Berry Appleman & Leiden LLP, providing her with deep insights into legal processes.

She earned her undergraduate degree from the University of North Texas and later obtained her MBA from Southern Methodist University. In her free time, Olivia enjoys cooking, cherishing moments with her family, and belting out songs at karaoke. She also has a passion for traveling and trying different cuisines.
